Point-in-Time Count and Housing Inventory Count

The Point-in-Time (PIT) count is a count of sheltered and unsheltered people experiencing homelessness on a single night in January. HUD requires that Continuums of Care conduct an annual count of people experiencing homelessness who are sheltered in Emergency Shelter and/or Transitional Housing, on a single night. CoC’s must also conduct a count of unsheltered people experiencing homelessness every other year (even numbered years).

The Housing Inventory Count (HIC) is a point-in-time inventory of provider programs within a Continuum of Care that provide beds and units dedicated to serve people experiencing homelessness (and, for permanent housing projects, or where homeless at entry), who are sheltered in Emergency Shelter; Transitional Housing; Rapid Re-housing; Safe Havens; and Permanent Supportive Housing.

Cobb will not conduct an Unsheltered Count in 2025. Next Unsheltered Count will be in 2026.

System Performance Measures

The System Performance Measures (SPMs), developed through the Homeless Emergency Assistance and Rapid Transition to Housing Act (HEARTH Act), allow communities to monitor progress toward the goal of preventing and ending homelessness. The measures provide a standardized summary and year - to - year comparison of system wide counts, averages, and medians related to seven areas of performance. The data included in the System Performance Measures is based on the federal fiscal year (October 1 through September 30).
